RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION EMERGENCY DIESEL GENERATOR TESTING SALEM GENERATING STATION UNIT NOS. 1 AND 2 FACILITY OPERATING LICENSE NOS.;.DPR-70 AND DPR-75 DOCKET NOS. 50-272 AND 50-311 By letter dated March 3, 1991, PSE&G proposed changes to the Salem Emergency Diesel Generator (EDG)*Technical Specifications.

Based on their review of the proposed~chariges, NRC staff provided questions to PSE&G in a letter dated October 18, 1991.

PSE&G offers the follow.ipg respon-ses. to. th~ N:RC staff questions.

As discussed with.Mr. J. c. Stone, NRC Licensing Project Manager*

for Salem, on December 4, 1991, the response to Question 1 will be provided in January 1992.

Question 2 Please provide the total auto-connected and manually connectable loads to each diesel generator.

Explain how Technical Specification 4.8.1.1.2.b.5 (Salem 1) and 4.8.1.1.2.c.8 (Salem 2) has been satisfied to verify that the subject loads do not exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> ra'ting of the emergency diesel generator.

Response

Attachment'1 provides the load descriptions and sequence *time per the EDG load study presently under revision.

Revi~ion o of the load study, which was provided for your use in reviewing our License Change Request of March 6, 1991, shows total loading as a function of time for the various *EDG load demand scenarios.

When the present.load study effort.is completed, updated load profiles will be available.

During each Salem Unit 1 18 month refueling outage, 1A, 1B and 1C EDG are-tested in accordance with surveillance procedure SP(O) 4.3.2~1(a)2, "Engineering Safety Feature - Manuai Safety

Document Control Desk NLR-N91204 Injection." After the EDG has been running and loaded during a simulated blackout and accident condition, the operator records various equipment status, and the indicated EDG KW load on Check Off Sheet 3, Part 2 (attached).

If EOG load is less than 2750 KW and generator voltage and frequency are 4160 +/- 420 volts and 60 +/-

1.2 Hz, then Surveillance Requirement 4.8.1.1.2.b.5 is considered satisfied.

For Salem Unit 2, similar ~ests are performed during each refueling outage for 2A, 2B and 2C EOG.

In accordance with SP(O) 4.3.2.l(a)2, 4.3.2.l(a)3 and 4.3.2.l(a)4, equipment status is recorded after diesel operation following the simulated blackout and accident signal.

The Check Off Sheets for these procedures are attached.

The loads encountered during the surveillance tests are necessarily less than those calculated in the load study.

The purpose of the load study is to establish a design envelope of EOG load demand, and determine the adequacy of the EDG's based on that envelope.

Conservative assumptions regarding pump performance are used to establish the limiting load profiles.

The surveillance test described above must use actual loads developed by pumps operating in recirculation mode, which result in significantly lower loads than those calculated for the study.

Unit 2 Technical Specification 4.8.1.1.2.c.7 (24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run), requires the EDG's to operate at greater than or equal to 2860 KW for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.

This test is intended to demonstrate the adequacy of the EDG load carrying capability.

Unit 1 EDG's have not been periodically tested in this manner because there is no Technical Specification requirement for an endurance run.

However, special testing was performed on each Unit 1 EDG, to demonstrate their ability to operate under the maximum transient load demand given by Revision o of the load study.

Each diesel was operated for at least one hour at a load greater than its maximum calculated load.

The tests were completed in June 1991.

In our letter of March 6, 1991, we propose to incorporate the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run into the Unit 1 Technical Specifications, and revise the test requirements for both Unit 1 and 2, to assure that the test demonstrates the ability to sustain the limiting load profiles given by the load study.

Question 3 The staff believes that load ratings represent the loads at which the diesel generator set can operate continuously with a high availability, if various specified maintenance programs are followed.

The continuous rating is that load for which the supplier guarantees continuous operation at a high availability (expected to be about 95%) with an annual maintenance interval.

Document Control Desk NLR-N91204 The overload intervals (e.g., 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating, 30 minute rating) are similarly defined except that the specified maintenance intervals are shorter.

If the power output is increased into the overload ratings, wearout is accelerated and the maintenance interval needed to assure high reliability is reduced.

Given the above discussion, please identify any periods of time when the diesel generator will exceed the 2000 hour0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> rating of 2750 kw under surveillance testing and what steps have been taken with respect to the maintenance interval to ensure continued reliability of the equipment to perform its intended safety function.

Response

The Unit 2 EDG's are loaded to ~ 2860 KW during the first two hours of the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run.

This is the only surveillance requirement for which 2750 KW is exceeded.

As discussed in our response to question 3, the Unit 1 Technical Specifications do not presently require a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run (or any surveillance requiring> 2750 KW).

The Technical Specifications proposed in our March 6, 1991 letter would require loads in excess of 2750 KW during the first two hours of the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> endurance run for the Unit 1 and 2 EDG's.

For the purposes of determining maintenance schedules, Salem's diesels are Standby engines, with a heavy duty cycle.

"Heavy duty" applies to engines which typically operate at > 200 brake mean effective pressure (bmep) for extended periods.

"Medium duty" would apply to engines which seldom exceed 200 bmep.

Because the heavy duty cycle already places Salem's diesels in the higher load classification, time of operation is the key factor for determining maintenance schedules.

The increased design loads identified during recent load study efforts do not place Salem's diesels into a different maintenance classification.

In 1984, as part of its managed maintenance program, PSE&G held a meeting with the diesel manufacturer to discuss the preventive maintenance schedules for the Salem diesels.

As a result, the generic vendor recommendations were reviewed for specific applicability to Salem, and the maintenance schedules were modified with the vendor's concurrence.

PSE&G routinely exchanges information with the diesel vendor, and evaluates plant specific and industry information for potential impact on diesel maintenance and operation.

Document Control-Desk NLR-N91204 Question 4 PSE&G has proposed to incorporate only a portion of the model technical specifications in Generic Letter 84-15 concerning fuel oil surveillance tests.

In the application there is a statement that a detailed description of the fuel oil testing program will be provided in the UFSAR.

Please provide the details, including standards to be used and tests to be performed, of the fuel oil testing program.

Response

Salem fuel oil is sampled as described in UFSAR Appendix 3A (position on Regulatory Guide 1.137).

In addition to the present UFSAR and Technical Specification requirements, the fuel oil is tested to the criteria in Attachment 3.

These criteria are consistent with manufacturer's recommendations.

The UFSAR will be changed, pending approval of the proposed Technical Specification change, to list the parameters tested.
