MAINTENANCE TEAM INSPECTION (50-272/90-200; 50-311/90-200)
We are forwarding the report of the maintenance team inspection (MTI) performed
from April 9 through 13 and April 23 through 27 1 1990, involving activities
_authorized by Operating License Ncs. DPR-70 and DPR-75 for Salem Nuclear
.
Generating Station. The Nuclear Regulatory Commission's (NRC
1 s) staff from the
Office of Nuclear Reactor Regulation and REgion I, and contractor personnel,
conducted this ir1~pection., An exit meeting was held en April 27 s 1990, in
which we discussed the findings with Mr. Stanley LaBruna and members of your
staff.
This inspection was performed as part of NRC's industry-wide effort to evaluate
the effectiveness of maintenance activities at licensea power reactors. The
team concluded that Salem Nuclear Generating Station is implementing a
generally adequate maintenance program.
Improvements are needed to increase
adherence to procedural requirements and to increase your effectiveness in
control ling contractor personnel. The identification, evaluation and cor-
rection of deficient conditions are areas als~ needing increased attention.
Strengths and wEaknesses identified during the inspection are discuss~d in the
enclosed report.
Although no formal response to this report is required, some of the findin9s
identified by the inspection team may be poter1tial enforcement findings.
Any
enforcement actions will be initiated by Region I under separate
correspondence.
