This letter transmits the findings of the routine, resident safety inspection
conducted by Mr. Thomas P. Johnson and others from March 17, 1990 to April 30,
1990, at the Salem and Hope Creek Nuclear Generating Stations.
The findings
were discussed with Mr. L. K. Miller and Mr. J. J. Hagan of your staff.
Based on the results of this inspection, it appears that one of your Salem
station activities was not conducted in full compliance with NRC requirements;
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
You
are required to respond to this letter and in preparing your response, you
should follow the instructions in Appendix A.
Although this was a licensee
identified problem involving procedural inadequacies, a Notice of Violation is
being issued due to your lack of effective corrective actions.
Salem station
procedural inadequacies have been noted in other recent NRC inspections.* There-
fore, your response should address the adequacy of your current Salem station
procedures and the effectiveness of the procedure review process.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget ~s
required by the Paperwork Reduction Act of 1980 PL-511.
