SUPPLEMENTAL INFORMATION INCREASE TO ALLOWABLE MSIV CLOSURE TIME REQUEST FOR LICENSE AMENDMENT FACILITY OPERATING LICENSE NOS. DPR-70 AND DPR-75 SALEM GENERATING STATION UNITS 1 AND 2 DOCKET NOS. 50-272 AND 50-311 This letter supplements the subject amendment request, which was submitted to the NRC on an emergency basis on April 4, 1990. It is provided in response to NRC staff information requests received via telecon on April 5, 1990.
The information contained herein does not change PSE&G's conclusion regarding no significant hazards consideration for the original amendment request, and does not include any additional changes to the Salem Technical Specifications. contains additional information in support of the conclusion regarding the limiting case Main Steam Line Break (MSLB) with respect to core response.
With the proposed increase in Main Steam Isolation Valve (MSIV) closure time, the Full Double Ended Steam Line Break Upstream of the Steam Line Flow Restrictor with Offsite Power Available will continue to be limiting for core response. contains Westinghouse proprietary information and should therefore be withheld from public disclosure and should not be reproduced, pursuant to 10CFR2.790.
An affidavit declaring the Attachment 1 information proprietary will be sent under separate cover. provides PSE&G's rationale for selecting eight seconds as the proposed allowable MSIV stroke time. It also provides the basis for PSE&G's identification of water accumulation as the sole common cause of MSIV slow closure times experienced at the Salem Generating Station.
