SALEM GENERATING STATION, UNITS 1 AND 2 By letter dated September 13, 1989 (NLR-N89033), Public Service Electric and Gas (PSE&G) requested amendments to Salem 1 and 2 technical specifications.
The request corrected a number of tables in the Salem technical specifications.

ENCLOSURE INFORMATION REQUEST Note:
Item numbers refer to the numbered paragraphs in Attachment 1 of PSE&G Letter Number NLR-N89033, dated September 13, 1989.
Item 1 ~ This change requested a reduction from 4 to 3 in the minimum number of Reactor Coolant Pump Undervoltage and Underfrequency channels required to be operable. The only justification provided was that the change was in agreement with the Westinghouse Standard Techni*cal Specifications (NUREG-0452, Rev 4).
PSE&G must provide a technical justification for changing the minimum number of channels from 4 to 3 by addressing such topics as, for example, effect on accident analysis, plant operation, etc.
Item 2 -
It is not clear why replacement of the* (asterisk) with 3*, 4*, 5*,
of Table 3.3-1 and Table 4.3-1 in the Mode column is being requested.
When in Mode 2 or in ~
other Mode when the control rod drive system is energized, as currently designated by the*, the listed number of channels must be operable.
By changing the* to 3*, 4*,
5*, confusion as to what is meant could result. The 3*, 4*, 5*,
could be interpreted to mean the listed number of channels must be operable when in Mode 3, 4, and 5,and wher.ever the control rod drive system is energized.
PSE&G needs to provide the reasoning behind this requested change (i.e. Has the current wording been misinterpreted? If so, how were the¥ misinterpreted and how will this change alleviate the situation?)
Item 5 -
This change from a 1-hour time allowance to conduct surveillance tests to a 2-hour time allowance when the number of channels required to be OPERABLE is one less than the total number of channels has been characterized as a typographical error. Also, the Westinghouse Standard Technical Specifications have been referenced for justification.
PSE&G must provide a technical justification for changing the allowed time from 1-hour to 2-hours, and why it is acceptable from a safety viewpoint.
Under the circumstances of this Action Statement, during the performance of the surveillance tests there would be 2-hours with no automatic initiation of auxiliary feedwater or automatic actuation of the steam line isolation.
