REPORTABILITY OF ACTUATION EVENTS INVOLVING THE PRESSURIZER OVERPRESSURE PROTECTION SYSTEM (POPS)

RE:
SALEM, UNITS 1 AND 2 By letter dated July 17, 1989, you requested a review of your interpretation of Technical Specification 3.4.9.3, Unit 1 and 3.4.10.3, Unit 2, "Overpressure Protection System." This specification requires that any actuation of POPS be reported to the NRC via a special report.
You stated that you believed " *** the intent of the reporting requirement is to advise the NRC and industry of significant operational events that challenge the integrity of the Reactor Vessel and that require actuation of the POPS to mitigate these events, and was not intended to cover planned and self limiting operations such as occur during the fill~and-vent procedure."
The staff has reviewed your request. Before changing your internal reportability guidance you should review the procedures used that have resulted, in the past, in POPS actuations and determine if changes could be made that would reduce the challenges to POPS (e.g. establish a steam bubble in the pressurizer before "jogging" reactor coolant pumps).
The procedure review notwithstanding, the staff agrees that a special report of POPS actuations is not required if the actuation occurs during a planned evolution, such as during plant refill operations and the likelihood of POPS operation is a recognized condition (i.e. the procedure contains such a caution or other information to alert the operator). Also, the reason for the actuation should be fully understood and be attributed directly to the activity. For example, starting an idle pump may cause the system to actuate~ but one of the bases for POPS is the capability to protect the RCS from overpressurization when the transient is limited to* the start of an idle RCP with the secondary water temperature of the steam generator less than or equal to 50°F above the RCS cold leg temperature.
If the steam_generator temperature was elevated, this actuation would be reportable even though it occurred as a result of RCP operation.
In addition, POPS operation should not be a routine occurrence, should operate as expected (open at the correct setpoints, reseat at the correct. setpoint, not cycle or chatter, etc) and should only be a momentary pressure surge that would have stabilized below the POPS setpoint if POPS had not actuated.

Mr. Miltenberger Records of POPS actuation not reported by special report to the NRC should be included in the normal logs maintained at the plant. However, these actuations should be included in the monthly report required by Section 6.9.1.6 of the Salem 1 and 2 Technical Specifications.
