Dear Mr. Miltenberger:

July 20,.9

SUBJECT:

ALLOWABLE BORON CONCENTRATION IN BORON INJECTION TANK (BIT)

(TAC NOS. 60567/60568)

RE:

SALEM GENERATING STATION, UNIT NOS. 1 AND 2 By telephone, on July 11, 1989, R. Swartzwelder of your staff brought to my attention an apparent inconsistency in the Safety Evaluation Report that accompanied Amendments 78/52 and my June 16, 1989 letter. The June 16, 1989 letter addressed the allowable boron concentration in the BIT by stating a maximum and implying a minimum boron concentration. A review of your submittal for Amendments 78/52, LCR 85-07, dated October 25, 1985, shows BIT concentration can be reduced to zero ppm boron.

This was approved by the SER that accompanied Amendments 78/52. Therefore, there is no lower limit for boron concentration in the BIT.

The maximum boron concentration in the BIT remains as stated in my June 16, 1989 letter. The limits for boron concentration in the BIT are not contained in the technical specifications.

This letter should be attached to the SER for Amendments 78/52.
