ALLOWABLE BORON CONCENTRATION IN BORON INJECTION TANK (BIT)

RE:
SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 By telephone, on April 10, 1989, R. Swartzwelder of your staff brought to my attention an apparent conflict in Safety Evaluation Reports (SERs) that accompanied Amendments 78/52 and 83/55.
Amendments 78/52 approved the deletion of the technical specifications relating to high boron concentrations (about 21,000 ppm) in the BIT.
When Amendments 78/52 were approved, the maximum allowable boron concentration in the RWST and the BIT was 2200 ppm, as stated in the SER.
Amendments 83/55 increased the RWST concentration from 2000 - 2200 ppm to 2300
- 2500 ppm.
This change has also affected the allowable concentration in the BIT but was not addressed in the SER for Amendments 83/55.
The staff has looked into the issue and determined that the maximum/minimum boron concentration allowed in the BIT is the same as that allowed in the RWST.
At this time, the limits are 2300 - 2500 ppm boron.
The limits for the BIT are not in the Technical Specifications, only in the SER for Amendments 78/52.
This letter should be attached to the SER for Amendments 78/52.
