Subject:

Inspection No. 50-272/89-03; 50-311/89-03

This letter transmits the findings of the routine, resident safety inspection

conducted by Mrs. Kathy Halvey Gibson and Mr. Stephen M. Pindale from March

21, 1989 to April 30, 1989, at the Salem Nuclear Generating Station.

The

findings were discussed with Mr. Lynn K. Miller of your staff.

Based on the results of this inspection, it appears that the manning of the

Nuclear Safety Review Department does not meet Te~hnical Specification require-

ments, as set forth in the Notice of Violation enclosed herewith as Appendix A.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

I am concerned about the apparently unexplained change in differential

pressure associated with Unit 2 steam flow indication.

A meeting has been

scheduled on May 15, 1989 at Region I to review this matter.

The letter also acknowledges receipt of your response to the vioiation cited

in the NRC Inspection Report 50-272/88-24; 50-311/88-27.

The acceptability of

your corrective actions will be reviewed in future inspections.

The response directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduc.tion Act of i980 PL-511.
