REQUEST FOR ADDITIONAL INFORMATION - SURVEILLANCE TESTING OF ECCS AND SLC EQUIPMENT (TAC NO. 66873)

Re:

Vermont Yankee Nuclear Power Station We are reviewing your proposed Technical Specification change dated December 7, 1987 dealing with surveillance testing of ECCS and SLC equipment.

We find that we need additional information as described in the enclosed request for additional information to complete our review.

We request that you provide a response to the enclosed request within 60 days of receipt of this letter.

The reporting and/or record keeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

REQUEST FOR ADDITIONAL INFORMATION: VERMONT YANKEE, SURVEILLANCE TESTING OF ECCS AND SLC EQUIPMENT The staff has reviewed the proposed Technical Specification changes for Emergency Core Cooling System (ECCS) and Standby Liquid Control (SLC) system testing requirements and the justification that is provided.

The underlying reasoning in the justification is that the existing testing requirements contribute to reduction of the plant safety margin due to excessive time intervals in "out-of-service" status for components and systems and due to additional challenges on components and systems.

The proposed justification is reasonable, however, there is no quantification of the claimed reduction in system reliability due to the presently required surveillance testing.

For.

example, for the core spray system, it is stated that 11by not conducting-this*

redundant pump test with one subsystem inoperable, the probability of a second subsystem failure on demand (accident signal) is reduced, and an increase in overall plant safety is thereby achieved." The ris_k avoidance claimed in the above can be estimated from component and/or system availability and reliability data. Then it can be compared to the risk avoidance due to the proposed reduction in the surveillance testing.

The requested quantification will clarify the plant safety enchancement from the technical specification change request and demonstrate the correctness of your proposal.

The staff requests that such quantification be provided for all requested surveillance tests.
