Vermont-Yankee Response to USNRC Request for Additional Information - Surveillance Testing of ECCS and SLC Equipment (TAC No. 66873)
Deor Sir:
By letter, dated December 7,1987 (Reference (b)], Vermont Yankee submitted the subject amendment request to revise the surveillance / alternate testing requirements of certain engineered safeguards equipment presently specified in the Vermont Yankee Technical Specifications.
Sul.seauently, the NRC staff requested by letter, dated May 9, 1988 [ Reference (c)], additional information necessary to complete their review.
Specifically, the staff requested quantification clarifying the plant safety enhance.ent from the Technical Specification change request and demonstrating the correctness of the proposal.
Accordingly, Vermont Yankee herewith provides as Enclosure 1 to this letter the report, "Impact of Alternate Testing on Component and System Availability," in response to the staff's subject request. This report provides the quantitative basis and documentation for the conclusion that approval of the "schnical Specification amendment request removing the current alternate testing requirements results in a maasurable plant safety enhancement.
