APPENDIX A NOTICE OF VIOLATION.
Public Service Electric and Gas Company Salem Nuclear Generating Station Docket No.
License No.
50-272 DPR-70 As a result of the inspection conducted on December 13, 1988 - January 30, 1989; and in accordance with 11General Statement of Policy and Procedure for NRC Enforcement Actions; 10 CFR 2, Appendix C (Enforcement Policy 1988), the following vicil~tion was identified:

Technical Specification 6.8.1 requires that procedures be established, implemented and maintained covering surveillance and test activities of safety related equipment.
Contrary to the above, on December 12, 1988, a procedure wa~ not established and implemented for the calibration of the IC emergency diesel generator (EOG) day tank level instrument.
Consequently, a day tank was overfilled and the resultant fuel oil spill caused an EOG to be out of service until the oil was cleaned up.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Public Service Electric an~ Gas Company is hereby required t~ submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
