Dear Mr. Miltenberger:

SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2
REFERENCES:
ACCEPTANCE OF OFFSITE DOSE CALCULATION MANUAL, REVISION 3, DATED MARCH 30, 1987.
(a) June 24, 1983 letter from E. A. Liden to Director of NRR (b) December 5, 1984 letter from D. Fischer to R. A. Uderitz (c) August 28, 1987 letter from C. A. McNeill to USNRC Document Control Desk With references (a) Public Service Electric and Gas Company provided an Offsite Dose Calculation Manual (ODCM), Revision 0, dated October 1, 1982, for the Salem Nuclear Generating Station, Unit Nos. 1 and 2 (Salem).
Reference (b) documented the staff's general acceptance of this ODCM and listed several minor discrepaPcies to be corrected in a future revision. Since that time several revisions to the Salem ODCM have been submitted to the NRC.
Accompanying reference (c) was the Salem Semiannual Radioactive Effluent Release Report for January to June, 1987 and a complete Revision 3 to the Salem ODCM dated July 30, 1987.
The Revision 3 ODCM for Salem has been reviewed for us in its entirety by our contractor, EG&G Idaho, Inc. Their discussion and comments are contained in their TER, EGG-PHY-7830 (enclosed).
We agree with the contractor that this ODCM uses methods that are, in general, consistent with staff guidelines and is an acceptable interim reference.
However, in the TER there are listed a
