Areas Inspected: A representative from the State of Washington inspected

licensee's Shipment No. 87-61 for compliance with 49 CFR requirements and

burial site license conditions on or about December 21, 1987.

Results: A violation of 49 CFR 173.44l(b)(4) was noted by the State

Inspection during review of the licensee's shipment (1.e. radiation levels 1n

the sleeper portion of the cab were greater than 2 m1111rem per hour). This

fs also a violation of 10 CFR 71.47(d).

Sull1llary of Events

On December 21, 1987, a representative of the State of Washin~ton

reviewed licensee's radioactive materials shipment (No. 87-61) upon

receipt at the U.S. Ecology Burial Site at Hanford, Washington.

The

shipment was radioactive waste materials sent as Low Specific Activity

(LSA) on an exclusive-use vehicle by the licensee on or about December

16, 1987. Radiation surveys taken by the representative of the

Department of Social and Health Services, State of Washington, showed

radiation levels in the sleeper portion of the truck cab to be between

3.0 and 4.5 millirems per hour.

No other problems with the shipment were

noted.

On December 30, 1987, the State of Washington issued a Notice of

Violation to the licensee. Discussions with the licensee on January 6,

1988 indicated that the licensee did not have a copy of surveys made of

the cab area of the truck prior to its departure. However, the licensee

indicated that surveys had been made and radiation levels were less than

2.0 millirems per hour at that time.

The licensee did not have an

explanation for the radiation levels noted by the representative of the

State of Washington on January 6, 1988 but the licensee was continuing a

review of the shipment. The licensee did not know if the truck driver

was monitored for radiation exposure.

Finding

10 CFR 71.47(d) requires that radiation levels external to a package of

radioactive material not exceed 2 millirems per hour in any nonnal

occupied positions of the vehicle.

Contrary to the above, radiation levels in the sleeper portion of the

truck cab carrying licensee's shipment No. 87-61 on December 21, 1987

were between 3.0 and 4.5 millirems per hour.

The sleeper portion of the

truck cab is occupied by the driver during rest periods. Radiation

levels in the sleeper portions of the truck cab exceeding 2 mi111rems per

hour constitutes a violation of 10 CFR 71.47(d). 50-272/88-04-01;
