Combined Inspection 50-272/87-15 and 50-311/87-18
This refers to the routine resident safety inspection by Mr. T. Kenny and
Mrs. K. Gibson, of this office, on May 19, 1987 to June 15, 1987, at the
Salem Nutlear Generating Stati~n, Hancocks Bridge, New Jersey.
The
inspection consisted of dotument reviews, interviews, and observation of
activities. The findings were discussed with Mr. J. M. Zupko, Jr. of your
staff.
In addition, a telephone discussion between Mr. J. M. Zupko, Jr. and
Mr. R. M. Gallo occurred.on June 26, 1987 pertaining to an unresolved item on
containment isolation valves.
Your actions taken to resolve this matter will
be reviewed during a future inspection.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements, as
set forth in the Notice of Violation, enclosed herewith as Appendix A~
This violation has been categorized by severity level in accordance with
the "General Statement of Policy and Procedure for NRC Enforcement
Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986).
You are
required to respond to this letter and in preparing your response, you
should follow the instructions in Appendix A.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and' Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
This letter a.l so acknowledges receipt of your responses dated May 29, 1987
and June 10, 1987 to the violations cited in Inspection Reports
50-311/87-11 and 50-272/87-11 respectively.
Your corrective actions for
violation 50-311/87-11-01 have been reviewed and found acceptable as
discussed in Section 2 of the attached report.
Your corrective actions for
violation 50-272/87-11-01 will be reviewed in a future inspection.
