Subject: Inspection Report No. 50-272/87-11, 50-311/87-14, 50-354/87-12
This refers tp the routine inspection conducted by Mr. R. Winters of this
office on April 15-20, 1987, at the Salem Units 1 and 2 and Hope Creek
Generating Station in Hancocks Bridge, New Jersey, of activities authorized by
NRC License Nos. DPR-70, DPR-75 and NFP-57, to the discussions of our findings
held by Mr. Winters with Mr. J. Zupko of your staff at the conclusion of the
inspection, and to a subsequent telephone conversation between Dr. P. K. Eapen
of this office and Mr. Zupko on May 1, 1987.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection cbnsisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that the preventive
maintenance for several safety related motors in storage was not conducted in
full compliance with NRC requirements as set forth in the Notice of Violation,
enclosed herewith as Appendix A.
The violation has been categorized by
severity level in accordance with the revised NRC Enforcement Policy ( 10 CFR
2, Appendix C).
You are re qui red to respond to this letter and in preparing
your response, you should follow the instruction in Appendix A.
The responses dfrected by. this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
