APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Salem Unit 2 Docket No.
50-311 License No. DPR-75 As a result of the inspection conducted on March 24, 1987 - April 20, 1987, and in accordance with the 11General Statement of Policy and Procedure for NRC Enforce-ment Actions, 11 10 CFR 2, Appendix C (Enforcement Policy 1986), the following violation was.identified:
A.
Technical Specification Surveillance Requirement 4.9.7 requires that the overload cutoff which prevents crane travel with loads in excess of 2500 pounds over fuel assemblies be demonstrated operable within 7 days prior to crane use and at least once per 7 days thereafter during crane operation.
Contrary to the above, on November 17, 1986 and on February 26, 1987, the overload cutoff surveillance test was not conducted to demonstrate operability within 7 days prior to crane use in operations over the spent fuel pool.
This is a Severity Level IV violation (Supplement 1) a*pplicable to DRP-75.
Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office ~ithin 30 days of the date of the let-ter transmitting this Notice, a written statement or explanation in reply, includ-ing for each violation: (1) the corrective steps which have been taken and the results achieved;.(2) the corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is $hown, consideration will be given to extending the response time.
