LICENSING ACTION REVIEW FOR SALEM UNITS 1 AND 2 REGARDING ASME SECTION XI RELIEF REQUEST FOR HYDROSTATIC PRESSURE TESTS By letter dated March 4, 1986, the Public Service Electric and Gas Company (the licensee) requested relief from the requirements of Section XI of the ASME Boiler and Pressure Vessel Code 1974 Edition with Addenda through Summer 1975 which the licensee considers to be impractical.
The licensee proposed an alternative test in lieu of that which it considers to be impractical, to provide for the assurance of structural reliability of the associated components.
We have reviewed your submittal and our review has determined that the code requirements for the specified systems are impractical and the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. Detailed technical assessment is contained in the enclosed Safety Evaluation.
Based on our conclusion, pursuant to 10 CFR 50.55(g)(6)(i), we grant the relief.
