NUCLEAR DEPARTMENT RESPONSE TO THE NINTH QUARTERLY REPORT OF THE NUCLEAR OVERSIGHT COMMITTEE MARCH 4, 1986

RESPONSE TO THE NINTH QUARTERLY REPORT OF THE NUCLEAR OVERSIGHT COMMITTEE This response addresses the concerns expressed by the NOC in their Quarterly Report dated February 4, 1986.

1.

ACTION PLAN Statement of Concern The NOC intends to monitor the implementation and evaluation phases of the Action Plan.

However, these activities have now been merged into more complete department plans.

The NOC seeks advice as to how to carry out this monitoring activity.

Response

The following are the suggested means by which the NOC can monitor the implementation of departmental activities:

A.

The standing NOC agenda includes reports by the station General Managers and the General Manager -

Nuclear Safety Review.

This should provide sufficient monitoring of Safety Review Management and Outage Management.

B.

The Nuclear Department publishes performance indicators on Configuration Management/Change Control Process, Maintenance Planning and Backlogged Maintenance Work Items.

These reports should provide NOC with a basis to assess effectiveness in these areas.

C.

Copies of audits performed by Quality Assurance which evaluate effectiveness of departmental activities will be provided to NOC.

D.

Formal presentations can be made in areas of interest to the NOC during the quarterly meetings.

ENGINEERING Statement of Concern The NOC was concerned that the capability to deal with first the backlog of Salem DCRs, and second, the Salem DCRs which will be generated, needs to be examined in detail in light of the impact of the new Hope Creek tasks and of the engineering support needed to meet the ambitious Nuclear Department goals.

Response

The response to this concern was discussed in the December 1985 NOC meeting.

Based upon Engineering and Plant Betterment Department's close monitoring of the DCR closeout backlog, additional resources have been retained to reduce the closeout backlog.

This has resulted in approximately a 30 percent reduction in the DCRs ready for closeout that existed on January 1, 1986.

MAINTENANCE PLANNING AND MANAGEMENT Statement of Concern The NOC was concerned that the backlog of maintenance work orders should not be allowed to grow much larger before corrective action is taken.

Response

This concern will be addressed during the March NOC meeting.

However, as discussed at the previous NOC meeting, additional resources will be brought in should the backlog become too large.

4.

The NOC expressed interest in several other activities:

Integrated Living Schedule, Commitment Tracking, resolution of safety issues and progress on INPO commitments related to the latest audit.

These items will all be discussed during the March NOC meeting.
