REQUEST FOR INFORMATION-PROCEDURES GENERATION (PGP)
To complete our review of the licensee 1s PGP and issue a Safety Evaluation Report, we need additional documentation which describes plant-specific deviations from the generic technical guidelines and their justifications.
The request is enclosed.
The circumstances for this request are described in the following paragraphs:
In a letter dated May 20, 1983, from E. A. Linden (PSE&G) to S. A. Varga (NRC), the licensee submitted its PGP for our review and approval in response to a requirement of Supplement 1 to NUREG-0737, 11 Requirements for Emergency Response Capability 11 (Generic Letter 82-33).
As a result of reviewing the PGP, we issued a preliminary safety evaluation report (PSER) on the PGP with open items, dated December 19, 1984 (S. A. Varga to R. A Uderitz).
In a letter dated May 15, 1985, from C. A. McNeill, Jr. to S. A.
Varga, the licensee submitted a supplement to the PGP which addressed the open items identified in the PSER.
Our initial review of the supplement identified that certain documentation relating to "Guidelines and EOP Preparation" appeared to be missing from the submittal.
The missing documentation is the EOP/ERG Comparison Record referenced on pages 1 and 2 of the supplement.
The EOP/ERG Comparison Record, as described in the supplement, contained deviations from the generic technical guidelines (IRGs) with those of safety significance annotated, and the technical justifications for the safety significant deviations.
The EDP/ERG Comparison Record appeared to address two of the open items (Items A(2) and A(3)) contained in the staff PSER.
On September 25, 1985, members of the staff from the Division of Human Factors Safety, Procedures and Systems Review Branch, and personnel from Battelle Pacific Northwest Laboratories and the Human Affairs Research Center met with the licensee at the site to discuss the results of a desk

,. audit of their emergency operating procedures.
During that discussion, the licensee indicated that information describing and justifying deviations from the ERGs would be submitted by October 4, 1985, as part of an overall response to the desk audit of their EOPs.
To date, we have not received the information, which is the subject of our enclosed request.
The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

S GENERATION PACKAGE (PGP) FOR SALEM GENERATING STATION UNITS 1 & 2 On May 20, 1983, PSE&G submitted its PGP for staff review and approval, in a letter from E.A. Linden to S.A. Varga, in response to a requirement of Supplement 1 to NUREG-0737, "Requirements for Emergency Response Capability" (Generic Letter 82-33). After reviewing the PGP, the staff issued a preliminary safety evaluation report (PSER) with open items, from S.A. Varga to R.A.
Uderitz, dated December 19, 1984. In response to the PSER, PSE&G submitted a supplement to the PGP, from c.A. McNeil!, Jr. to S.A.
Varga, dated May 15, 1985. Initial staff review of the supplement identified that a document, called an EOP/ERG Comparison Record, was referenced but not included as part of the supplement. From the description of the EOP/ERG Comparision Record contained in the PGP supplement, this document is required for staff review before a safety analysis report can be issued addressing the PGP.
On September 25, 1985, during a staff visit to the site as part of the PGP Audit Program, the licensee committed to providing the.
staff with a formal submittal of information describing and justifying deviations in the EOPs from the Westinghouse Emergency Response Guidelines (ERGs) by October 4,- 1985. The staff has not*
received this information.
Provide a list of deviations from Westinghouse Emergency Response Guidelines and justifications for these deviations (i.e. EOP/ERG Comparison Record) for staff review.
