50-311/80-21

This refers to the routine inspection conducted by Mr. R. J. Bailey of this

office on November 17-21, 1980, at the Salem Nucle~r Generating Station Units 1

and 2,*Hancocks Bridge, New Jersey of activities authorized by NRC License Nos.

DPR-70 and DPR-75 and to the discussions of our findings held by Mr. R. J.

Bailey with members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office of Inspection

cF

and Enforcement Report which is enclosed with this letter. Within these areas, *

the inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations*by the inspector.

Our inspector also verified the steps you have taken to correct the items of

noncompliance brought to your attention in a letter dated August 22, 1980.* We

note that items 2 and 3, have n*ot been fully corrected. .

Item 2 in the Notice of Violation enclosed with this letter is a repeat item and

was identified during a previous inspection of your licensed activities on July

14-18, 1980.

Your letter to this office dated September 15, 1980 stated, that

the corrective action was, "the Security Force has been instructed to look for

similar situations during their fence line patrols.

Since the item was repeated

it appears that your described action was not implemented or was ineffective.

Based on the results of this inspection, it appears that c~rtain of your activities

were not conducted in full compliance with NRC requirements as set forth in the

.

Notice of Violation, enclosed herewith as Appendix A~ These items of noncompliance

have been categorized into the levels described in the Federal Register Notice

{45 FR 66754) dated October 7, 1980.

In addition to the need for corrective

action regarding these specific items of noncompliance, we are concerned about _

the implementation of your management control systems that permitted them to

occur.

Consequently, in your reply, you should describe in particular, those

actions takeQ or planned to improve the effectiveness of your management control~

systems.

Recurrent gnd uncorrected items of noncompliance are given additional weight iR

the consid~r~tion and selection of appropriate enforcement action.

Therefore,

in your re~ppnse to this letter, you should give particular attention to those

actions taKen or planned to ensure that identified items of noncompliance will*

be completel~ corrected and will not recur.

In accordance with Section.2.790(d) of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your control

and accounting procedures for safeguarding special nuclear materials and your

facility security measures for physical *protection are deemed.to be commercial

or financial infonnation within the meaning of 10 CFR 9.5(a}(4) and shall be

subject to disclosure only in accordance with the provisions of 10 CFR 9.12;

therefore, the enclosures to this-letter, and your response to this letter will

    • not be placed in the Public Document Room and will receive limited distribution.
