ECCS SWITCHOVER DESIGN CRITERIA (Salem Nuclear Generating Station, Unit No. 2)
As stated in Supplement 4 to the Safety Evaluation Report (SER) related to opera-tion of the Salem Nuclear Generating Station, Unit 2, we have re-evaluated the manual ECCS switchover approved in Supplement l to the SER.
The manual procedure continues to be acceptable based on analyses of time available for operator response.
However, our position is that the switchover to the recirculation mode be automated during the longer term to reduce the operator manual actions needed subsequent to a loss-of-coolant accident.
We, therefore, require thatthe manual switchover actfons be replaced with an automatic design complying with the enclosed criteria. Your proposed conceptual design should be submitted within 90 days of the date of issuance of Supplement 4 to the SER.
In your submittal, you should identify each proposed design change and commit to a schedule for submittal of a final design package for staff review.

The design of the controls and instrumentation shall permit manual operation of the ECC and containment spray systems from the control room at the compone,nt level both prior tO and after the transfer to the recirculation mode has been accomplished.
- 3.
The switchover of th~ ECCS from the injection to the recirculati-0n
. mode of operation shall be automated to the maximum feasible extent, such that. required operator actions *are minimized, atid uninterrupted.
ECCS fl ow is provided to the core.
- 4.
The systems must be able to perforin thefr function despite any sing1e
- postulated instrumentation and control failure, or any postulated single fai.lure of a fluid system.
No single failure shall:
- a.
Prevent automatic transfer to the ~ecirculaiioti mode of opera ti on, or
.b.
Cause inadvertent automatic -transfer to the recirculation mode of operation of both trains of the ECC or the. containment spray systems.

The design of the controls and *instrumentation shall meet IEEE Std. 279-1971.

The ESF switchover system shall use seismical,ly qualified components and the switchover shall b~ to a seismically* qu~lified water supply.
- 7. To reduce the probability of the operator prematurely performing manual acti-0ns in the switthover procedure, the procedures shall include ~revisions; for the ~erificatioh of the water storage tank level pripr t~ beginning the manual switchover actions.
