VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENT AND GRANTING OF EXEMPTION RE: TECHNICAL SPECIFICATIONS FOR REACTOR COOLANT SYSTEM VACUUM FILL AND INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA FOR CONTAINMENT FLOODUP (LAR-17-027) (EPID NO. L-2017-LLA-0098)
Dear Mr. Whitley:
In response to your application dated September 25, 2017, as supplemented by letters dated November 16, 2017, December 18, 2017, and February 14, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos.
118 and 117 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments proposed changes to COL Appendix A, Technical Specifications (TS), COL Appendix C (and plant-specific Design Control Document Tier 1) information and plant-specific Tier 2 information in the Updated Final Safety Analysis Report (UFSAR).
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR and approve changes to COL Appendix A to allow reactor coolant system vacuum fill operations in cold shutdown (i.e.,
MODE 5) conditions. The amendments also authorize departure from Tier 1 Design Descriptions and Inspections, Tests, Analyses, and Acceptance Criteria related to inspecting the volume in the containment that allows for floodup to support long-term core cooling for postulated loss-of-coolant accidents.
The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified Design Control Document, as specified in License Amendment Request 17-027. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the exemptions and amendments, is enclosed. The notice of issuance of the amendments and the exemptions documents included in this letter will be published in the Federal Register.
