Activities and Notification of Intent to Store Spent Fuel at the ISFSI Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 72.140, Quality assurance requirements, paragraph (d) Previously-approved programs, Arizona Public Service Company (APS) is notifying the Nuclear Regulatory Commission (NRC) of its intent to apply its previously-approved quality assurance program to ISFSI activities for the Palo Verde Nuclear Generating Station (PVNGS), Units 1, 2, and 3.
The previously-approved quality assurance program was submitted to the NRC staff for approval by APS letter numbers 102-07022, dated July 28, 2015 [Agency Documents Access and Management System (ADAMS) Accession number ML15212A718] and 102-07186, dated January 29, 2016 (ADAMS Accession number ML16029A506) and approved by NRC letter dated July 22, 2016 (ADAMS Accession number ML16194A323). The approval was for PVNGS Units 1, 2 and 3, Docket Numbers STN 50-528, 50-529, and 50-530.
APS currently has an ISFSI at the PVNGS site that uses the NAC International UMS dry cask storage system design (Docket Number 72-44). APS intends to use the NAC International MAGNASTOR dry cask storage system design at the existing ISFSI for future spent fuel storage.
In accordance with 10 CFR 72.212(b)(1) APS is also notifying the NRC of the intent to store spent fuel at the ISFSI. APS currently plans to begin storing spent fuel in MAGNASTOR dry cask storage systems in the Spring of 2019. This notification is required at least 90-days prior to the first storage of spent fuel in dry casks under the PVNGS ISFSI general license.
The following information is being provided in accordance with 10 CFR 72.212(b)(1).

APS is the operating agent for PVNGS.
PVNGS Units 1, 2, and 3 have seven owners who are licensees. The owners/licensees are APS, Salt River Project Agricultural Improvement and Power District, El Paso Electric Company, Southern California Edison Company, Public Service Company of New Mexico, Los Angeles Department of Water and Power, and Southern California Public Power Authority.
As specified in the PVNGS renewed operating licenses, APS is authorized to act as agent for the PVNGS licensees and has exclusive responsibility and control over the physical construction, operation and maintenance of the facility.
