Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT RESPONSE TO GENERIC LETTER 88-20, SUPPLEMENT 4, INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS FOR SEVERE ACCIDENT VULNERABILITIES, FINAL REPORT Supplement 4 to Generic letter 88-20 was issued on June 28, 1991 to require each licensee to conduct an individual plant examination of external events (IPEEE). Our December 20, 1991 response to the generic letter listed our methods for completing the IPEEE, and noted that an updated response outlining our schedule for completing the IPEEE would be needed once the issues concerning the SQUG Generic Implementation Procedure (GIP) were resolved and a Supplemental Safety Evaluation Report (SSER) was issued. The SSER was issued on May 22, 1992 via Supplement 1 to Generi~ Letter 87-02. The NRC's August 5, 1992 letter concluded that our proposed IPEEE methods were acceptable and that we should provide our projected milestones and schedules for completion of the IPEEE to the NRC no later than September 18, 1992. Our letter dated September 16, 1992 provided the milestone schedulej along with a commitment to complete the lPEEE by June 30, 1995.

Attachment 1 contains the report of our IPEEE findings. The report format follows the guidelines contained in NUREG-1407, "Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities".

The results of the IPEEE have demonstrated acceptable plant performance in the seismic and other external events areas. The core damage frequency for intetnal fires is slightly high, but we believe that the risks are accep~able.

We believe that the conservative assumptions used in developing the fire IPEEE lead to the higher than desired core damage frequency.

2 The plant Fire Protection Department is in the process of upgrading the existing fire protection program at Palisades. The upgrade includes enhancements to the cable and raceway schedule, completion of circuit analyses to verify operability of key equipment, and incorporation of this information into a controlled database. The database will integrate the results of the circuit analyses with other information such as fire area and fire zone designations, cable designations, raceway locations, etc., into a product that can provide the status of the equipment evaluated in each fire area. Once the fire PRA models have been updated with the revised Appendix R information, the fire risk will be requantified. Based on the results of this requantificatton, along with the results of sensitivity studies performed for important areas, necessary and cost beneficial changes to plant operation or configuration may be identified. A schedule for the implementation of these changes or modifications, if any, will be completed by the end of the first quarter of 1996.

1. Based on the results of the IPEEE req~antification, along with the results of sensitivity studies performed for important areas, necessary and cost beneficial changes to plant operation or confi~uration may be identified.
