POST ACCIDENT SAMPLING -

PCS LIQUID/GAS AND CONTAINMENT AIR 1.0 PERSONNEL RESPONSIBILITY The Operations Support Group Leader in the Technical Support Center (TSC) shall initiate this procedure.

In the absence of the Operations Support Group Leader, the Site Emergency Director shall delegate this responsibility.

The Operational Support Center (OSC) Chemistry Supervisor shall implement this procedure.

.J-.2 3.3 3.4 4.0 4.1 To describe the sequential method of sampling the Primary Coolant System and/or the Containment Atmosphere during a post accident condition using PASM.

.EI-7.0, "Emergency Post Accident Sampling.Decision Process" EI-7.2, "Emergency Post Accident Analysis" EI-16.2, "PASM - Supplies and Equipment Checklists" EI-11.2, "Estimation of Core Damage from Post Accident Sampling" INITIAL COBDITIONS AND REQUIREMENTS DOSIMETRY REQUIREMENTS Each individual that may handle a post accident sample shall as a minimum wear beta/gamma TLD's on their chest and on the inside of both wrists.

Additionally, a ring TLD shall be worn on both index fingers with the TLD faced inward.

4.2 ANTI-CONTAMINATION CLOTHING REQUIREMENTS Minimum clothing shall be determined by the OSC Health Physics Supervisor.

Any persons who will handle samples shall wear lineman's gloves, or heavy rubber gloves in addition to their other clothing.

4.3 GENERAL RADIOLOGICAL PRECAUTIONS

Sampling with general area radiation levels in excess of 10 R/hr shall not be performed without the approval of the Site Emergency Director

Stay times for technicians performing post accident sampling shall be based on the formula:

Stay Time = RQ x 0.9.

DR Where:

"RQ" is the individuals remaining quarterly exposure and "DR" is the area's general. area dose rate.

The Radiation Safety Technician shall ensure that the Chemistry Technician reads his dosimeter frequently and does not exceed 90% of his remaining quarterly exposure.

When not being handled, samples shall be stored in a shielded or remote location. All open samples should be handled in vent hoods.

4.6 If problems are encountered in,operating the PASM panel contact the

  • OSC Chemistry Supervisor prior to proceeding.

4.7 In all instances where flush or purge times equal or exceed 2 minutes, consideration should be given to moving to a lower dose rate area, when possible, depending on panel area dose rat.es.

4.8 CV-1910 and CV-1911 will close on a high containment radiation alarm or a high containment pressure alarm.

In order to sample through PASM, these valves must be opened through a special jumpering procedure (see EI-7.0, "Emergency Post Accident Sampling Decision Process", Attachment 1).

. Dispatch the HP technician( s) to Room 233 (PASM), NSSS room and th~

nitrogen bottle rack area to conduct initial radiation and *air sample surveys.

The technician(s) shall also survey the hall leading to and including the Hot Chem Lab, Counting Room and the Radwaste Lab.

The technician(s) shall return to the assembly area upon completion of the surveys.

5.1.3 Calculate the stay time in each area based on the results of the surveys in Step 5.1.2 using 4.3b *.

5.1.4 Report the results to the OSC Health Physics Supervisor. If the applicable areas are habitable, then dispatch two Chem Tech teams (two persons each).

One.team to the PASM Panel (Room 233), the other to the AriaLysis Station (eg*, Hot Chem Lab, High Level Count Room, Radwaste Lab and, as back up, Low Level Count Room)(including the

5.1.5 NOTE:

5.2.

A qualified Health Physics Technician shall accompany the Chemistry Technicians to the PASM Panel (Room 233) and a second Health Physics Technician should accompany the Chemistry Technicians* to the Analysis Station for monitoring during analysis.

a.

An air sampler shall be set up for continuous sampling during the Post Accident Sampling Process.

b.

Monitor the area in front of the sample panel during all sampling operations.

c.

Monitor all PASM samples for beta and gamma radiation.

Procedure Steps 5.2 through 5.8.3 may be perofme_d in' any order.

PASH PAREL PREPARATION A checklist in the right-hand margin is to be used by "checking" (/) each blank as that step is being performed.

A copy of this procedure can be obtained from the OSC Chemistry Supervisor-or-from the PASM Supply-Cabinet so that-the checklist can be implemented.

As one Chem.Tech is checking out the PASM Panel per this procedure, the other Chem Tech shall open up the PASM Supply Cabinet and PASM Analysis Cabinet.

a.

Open two (2) n1trogen cylinder Isolation Valves in the Valve Gallery.

b~ Turn ventilation fan switch HS-1922 at the panel by the J-670, needle control panel, to "on".

c.

Verify nitrogen pressure at PI-1904 is 110 to 140 psig.

d.

Verify diluter reservoir greater than 50% full, if not, obtain demineralized water from Hot Lab and fill diluter.

e. Fill dilution inject syringe from diluter reservoir.

Verify that the 23 cc injection stop is in place.

Throughout this procedure, coordinates are given for component locations on the panel.

These coordinates should be read aloud if the individual manipulating valves cannot locate the component.

g.

To-ensure that rinse water has not collected in the sample loop:

1.

Place a beaker underneath the needle assembly in the cave *.

2.. At the needle Control Panel J-670, place Control Switch HS-1918 to the "LOWER CYLINDER" position.
3.

IF "CART ENGAGED" lamp does not light, position HS-1918 to "RAISE," THEN repeat Step 2.

4.

WHEN "CART ENGAGED" pilot light is lit, place HS-1918 to "INSERT NEEDLE" position.

Needle is in proper position when "NEEDLE INSERTED" pilot light is lit.

5.

Place Control Switch HS-1918 to the "HOME" position.

6.

Rotate MV-1907 (V-23) clock.wise to the 6 o'-clock position.

7.

Rotate MV-1926 (S-23) clockwise to _the 3 o'clock position, N2 flow.

B.

Purge for three (3) minutes.

9.

Rotate MV-1907 counterclockwise to the 12 o'clock position.

When. the "CYLINDER CLEAR" pilot light (J-670) is lit, place switch HS-1918 to the "HOME" position.

Remove the beaker from the cave.

To ensure that the gas chromatograph coelescing filter is dry:

Verify DMW pressure at PI-1905 (100-200 psig). If no pressure is observed, check open Demin Water Valve MV-PMW132 and MV-PMW122 located above Auxiliary Building stairwell door and on the south wall of the PASM Panel Roam* respectively.

Ensure HS-1918 is in "HOME" pos1t1on and that "CYLINDER CLEAR" lamp is lit.

2.

Rotate MV-1917 (V-29) CW to 6 o'clock.

3.

Wait three minutes.

4.

Rotate MV-1917 (V-29) CCW to 3 o'clock.

Sample Cask Preparation a~ Locate the following equipment in the Emergency Cabinet:

b.

Prepare two sample casks in a low level radiation area as follows:

1.

Loosen bolts on cask top shield.

2.

Lift cask top shield from cask and set aside.

3.

Loosen and remove screws from holding ring.

4.

Remove holding ring and gasket and set aside.

5.

Screw inner cask lifting device onto inner cask two turns.

6.

Lift inner cask out of sample cask

Sample Cask Positioning

Transport the sample cart to the PASM panel.

b.

Remove cask top shield.

c.

Roll the sample cart.into the PASM panel cave and center the cart against the stops.

d.

At needle control station J-670, place control switch HS...;1918 to the "lower cylinder" position.

Needle is in proper position for sampling, when "nnedle inserted" pilot light is on.

e.

When "cart engaged".pilot light is lit, move switch to "insert needle" position. If "car engaged" light does not light,' position HS-1918 to "raise," recenter the cart against the stops, then repeat Steps d and e.

Rotate MV-1926 (S-23) ccw to 6 o'clock.

Rotate MV-1907 (V-23) ccw to 12 o'clock.

Open MV-1906 (E-13).

d.

Evacuate the eductor to less than 2.0 psia, as indicated on PI-1903, Channel 2, at the EC-168 panel.

Verify PI-1903 is less than 2.0 psia.

e.

Close MV-1905 (E-15).

f. * :close MV-1906 :(E-13).
  • g. :Observe:.pressure.readout. on PI":"l903, Channel 2 for evidence of leakage, rate must be less than.0.10 psia rise in one minute. If leakage is excessive, contact the OSC Chemistry Supervisor.

Close MV-1903 (Q-20).

Evacuation of Pcs-offgas Section

a.

Place the 15cc evacuated vial in an offgas sample tong.

Use the sample tong labeled, "Rad-Gas Sample."

b.

Place the offgas sample tong in the guide tube marked "SN-1 11

  • Push the vial onto the needle and rotate the offgas sample tong into the locked position.
c.

Rotate MV-1912 (D-17) CW to 9 o'clock position for flow to MV-1905 (E-15)

d.

Open MV-1905 (E-15).

e.

Open MV-1906 (E-13).

f.

Rotate MV-1911 (H-17) CCW to 6 o'clock position

Rotate MV-1910{E-19 CCW to the 9 o'clock position.

2.

Verify PI-1903, Channel 2 is < 2.0 psia.

3.

Rotate MV-1910{E-19 CW to the 12 o'clock position.

h.

Rotate MV-1911 {H-17) CW to 9 o'clock position for flow to EV-lA {I-19).

  • .1 *. Close.MV-1905 :{E-15).
j.

Close MV-1906 {E-13).

k.

Check that no greater rise than 0.2 psia occurs on PI-1903, Channel 1.

{If the rise is greater than 0.2 psia, verify needle of SN-1 is secure and vial septum is secure.)

IF PI-1903 Channel 1 is inoperable, THEN use Channel 2 according to the following steps:

1.

Rotate MV-1910{E-19) CW to the 9 o'clock position.

2.

Verify PI-1903, Channel 2 indicates no greater rise than 0.2 psia.

3.

Rotate MV-1910{E-19) CW to the 12 o'clock position.

1. Rotate MV--1911 CCW to 6 o'clock position and check that there is no greater rise than 0.2 psia on PI-1903, Chaqnel 1.

IF PI-1903 Channel 1 is inoperable, THEN use Channel 2 according to the following steps:

1.

Rotate MV-1910(E-19) CCW to the 9 o'clock position.

2.

In the event of loss of offsite power PL~l918, PL-1919 and PL-1920 valve position indicators will not operate.

Verify that SV-2424A and SV-24248 are open by observing PL-1920 (red) being lit. If not lit, obtain key from the PASM Emergency Cabinet Key holder and operate KS-2424 at EC-168 to the open position

"HIGH" vacuum light should light.

Enter Code 112411 after "HIGH" vacuum is obtained.

c.

Depress "SAMPLE" button to fill GC sample loop.

d.

Release "SAMPLE" button after "LOW" vacuum light is lit.

e.

Place GCR 1920 chart speed to 120 cm/hr *

f.

Depress "MANUAL" button, select attenuation of 5 x 1, and then depress "AUTO" button.

g.

Press "CLEAR" button to start chromatogram.
