This refers to the routine safety inspection conducted by Messrs.

W. B. Grant and A. W. Mark1ey of this office on August 13-17,

September 10-14, and September 19, 1990, of activities at the Palisades

Nuclear Generating Plant, authorized by NRC Provisional Operating

License No. DPR-20 and to the discussion of our findings with

Mr. G. Slade and others of your staff following the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as described in the enclosed Notice.

The inspection

showed th~t ~ctions had been taken to correct the identified violation

and to prevent recurrence.

Our understanding of your corrective actions

is described in Section 6 of the enclosed inspection report. Consequently,

no reply to the violation is required and we have no further questions

regarding this matter at this time.

In addition to the violation identified in the attached Notice of

Violation, other activities, as specified in Sections 4 and 6 of this

report, appeared to be in violation of NRC requirements.

You will be _

notified by separate correspondence of our decision regarding enforcement

action for these matters.

No written response is required until you are

notified of the proposed enforcement action .
