NOTICE OF DEVIATION Consu-mers Power Company Palisades Nuclear Generating Plant Docket No~ 50-255 License No. DPR-20 The following deviation was identified during an inspection conducted on February 21, 1990.
In a letter from Consumers Power Company to the Nuclear Regulatory Conunission dated February 16, 1989, responding to Notice of Violation 50-255/88022-01, the licensee conunitted to perform steam generator tube plug reviews using existing video tapes. If the tapes did not provide a reliable review, a 100%.tube plugging verification via video camera was to be performed in both "A" and "B"
.steam generators. This verification was to be completed during the next opportunity when the steam generators were opened or during the next refueling outage if deemed necessary.
Contrary to the above, the licensee did not perform video verification of tube plugging in the cold leg side of the steam generators during the last outage.
The hot leg side of the steam generators was inspected and video tape reviews from previous inspections were made but did not achieve 100% *coverage of the plugged tubes. Based on the review performed and reasons cited in the licensee's sup*plemental reply to the referenced violation dated February 9, 1990, the licensee decided not to inspect the steam generators' cold leg sides since entry at this outage was not planned.
This is a deviation from a corrective action commitment to violation 50-255/88022-01.
The inspection showed that actions had been ~aken to correct the identified deviation. Consequently, no reply to the deviation is required.
