Gentlemen:

MAR 14 1990

This refers to the routine safety inspection conducted by Mr. J. F. Schapker

of this office on February 21, 1990, of previous inspection findings at the

Palisades Nuclear Generating Plant authorized by NRC Operating Ltcense No.

DPR-20 and to. the discussion of our findings by telecon with Mr. C. S. Kozup

at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. A deviation from a corrective action commitment made to the

NRC (reference Consumers Power Company response to violation 255/88022-01,

dated February 16, 1989) to identify tube misplugging within the steam generators

was disclosed during this inspection. Tube plugging discrepancies were

identified during inspections in 1987 and 1988 lreference NRC Inspection

-

Reports 50-255/88004(DRS) and 50-255/88022(DRS). A violation (255/88022-01 -

inadequate quality verification) was issued and your response committed to 100%

tube plugging verification via previous video tape review or video ~erification

at the next outage if deemed necessary. This corrective action was not achieved

for the cold leg side of the steam generators.

Your decision not to visually

inspect the cold leg side during the last outage is acceptable based on the

circumstances cited in your supplemental reply to the violation dated

February 9, 1990.

Consequently, no reply to the deviation is required.

However,

you failed to notify the NRC of your intention to depart from your previous

commitment prior to the last outage. This appears to demonstrate a lack of

management oversight to assure co11111itments made to the NRC are met. A written

response is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
