In response to our request for additional information, dated July 31, 1989, tomsumers Power Company (CPCo) instead proposed a change to Technical Specification Section 6.5.1.6.
The change would create a new responsibility for the Plant Review Committee.
CPCo intended that this new proposal would be considered along with the proposed changes requested by your application dated April 3, 1989.
Your April 3~ 1989 application contained your an~lysis of the issue of no significant hazards consideration as required by 10 CFR 50.9l(a).
- However, that application did not propose changes to Section 6.5.1.6.
The Commission has issued a Federal Register notice as required by 10 CFR 50.92 for the*
changes proposed by the April 3, 1989, application, and the review is in process.
We cannot, however, proceed with review of the change proposed by your December 18, 198~, application because-of the absence of the analysis required by 10 CFR 50.91(a).
Please submit no later than March 20, 1990, a compl~te application for the changes proposed *by your December 18, 1989, letter.
