WITHDRAWAL OF AMENDMENT REQUEST OF NOVEMBER 24, 1980 (TAC NO. 73355)
By letter dated November 24, 1980, Consumers Power Company app.lied for an amendment to Provisional Operating License, No. DPR-20.
The proposed change would modify Technical Specifications (TSs) as follows:
- 1.
Section 3.4.1 The proposed amendment would prohibit heating the RCS above 325°F unless certain conditions are met.
In addition to the already specified conditions, a new condition would be added to require that the containment spray headers are filled to at least the 735-foot elevation.
The accompanying Basis would also be modified.
- 2.
Section 3.6.2 The maximum permitted containment internal pressure would be lowered to 1.0 psig.
- 3.
- Table 3.16.1 Steam line isolation would be added as a channel of Engineering Safety Features (ESF) Initiation Instrumentation for high containment pressure, and the functional unit setpoints would be increased.
Also, feedline isolation would be added as a channel of ESF Initiation Instrumentation for low steam generator pressure.
- 4.
Table 4.1.3 Surveillance requirements would be added for the Containment Spray Header level.
Consumers Power Company proposed these changes to correct the deficiencies discussed in Licensee Event Report 80-003, submitted April 13, 1980 and updated May 13,.1980.
By letter dated January 24, 1989, Consumers. Power Company requested wi.thdrawal of the application.
Along with this request for withdrawal, Consumers Power Company committed to maintain the proposed limiting.conditions for operation under appropriate administrative control and to propose the requirements in the Restructured Technical Specifications (RTS).
The RTS are scheduled to be submitted in early 1990.
