PALISADES PLANT - WITHDRAWAL OF AMENDMENT REQUEST - OPERABILITY DEFINITION (TAC NO. 43052)
By letter dated August 21, 1980, you applied for an amendment to Provisional Operating License No~ DPR-20.
The proposed change would have modified the facility technical specifications pertaining to the definition of OPERABILITY, and would have added general limiting conditions for operation (LCD) and actions for those situations where multiple outages of redundant equipment have occurred.
That application was partially reviewed but was found to require additional changes to be acceptable.
Your* letter of January 24, 1989, which requested withdrawal of your August 21, 1980 application, indicates that portions of this application have been superseded by Amendment 28.
Your letter also asserts that the definition of OPERABILITY, as contained in the Standard Technical Specifications, is used (at Palisades) when an interpretation of OPERABILITY is needed, and that this definition will be incorporated into the Restructured Technical Specifications to be submitted in early 1990.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Provisional Operating License with the Office of the Federal Register for publication.
