DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR)

SUMMARY

REPORT AND IMPLEMENTATION SCHEDULE Generic Letter 82-33, entitled "Supplement 1 to NUREG-0737 - Requirements For Emergency Response Capability", was issued by the Nuclear Regulatory Commis-sion on December 17, 1982. Item 5 of Supplement 1 required, in part, that each licensee conduct a control room design review to identify human engineer-ing discrepancies that could interfere with the ability of the plant operators to prevent accidents or cope with accidents if they were to occur. This review was to be conducted by a qualified multidisciplinary review team using a review program incorporating accepted human engineering principles. In addition, the review program was to provide for the following.

The use of a function and task analysis to identify control room operator tasks anci._Jnf ormation and control requir~m~nts.

A comparison of the display and control requirements coupled with a control room inventory to identify missing displays and controls.

A control room survey to identify deviations from accepted human factors principles.

Also required as part of the control room design review was an assessment of those significant human engineering discrepancies that required correction and selection and verification of design improvements to correct those discrepancies.

All licensees were required to submit a program plan prior to the start of the control room review and to submit a summary report of the completed review outlining proposed control room changes. By letter dated April 14, 1983, Consumers Power Company responded to Supple-ment 1 to NUREG-0737. That letter identified that Consumers Power Company had submitted a program plan for a Detailed Control Room Design Review of the Palisades Plant on March 16, 1982 in response to NUREG-0700 and that the Company intended to continue the program outlined in that letter. Subsequent negotiations with the NRC resulted in changing the date by when the DCRDR summary report was to be submitted to the NRC from that orginally proposed in Consumers Power Company's April 14, 1983 letter. By Order dated July 7, 1985, the NRC established that the summary report for the DCRDR was to be submitted by August 1986. Attachment 2 to this letter provides the summary report as required by Supplement 1 to NUREG-0737 and the NRC Order dated July 7, 1985. to this letter provides a summary of the modifications and/or corrective actions required to address the human engineering discrepancies identified during the control room review.

The summary report was developed by Consumers Power Company, MPR Associates, and an independent outside consultant, Dr. T. B. Sheridan of the Massachusetts Institute of Technology. The report consists of six sections and eight appe~dices. A description of the the review processes, a summary of the major findings, descriptions of the operational and human engineering findings and observations, and an assessment of human engineering discrepancies and defini-tion of corrective action are contained within the body of the report. The final section (Section VI) of the summary report includes a series of tables detailing each of the human engineering findings, any associated discrepan-cies, and an implementation schedule for corrective action if required.

The appendices to the report describe the human factors guidelines used to develop the report, the results of operator interviews and environmental surveys of the control room, an evaluation of the emergency lighting of the Palisades control room, human factors reviews of the Remote Shutdown Panel and the CllA Panel, and the results of the Function and Task Analysis of the Emergency Procedures Guidelines.
