Consumers Power Company was advised by an NRC letter dated November 24, 1980 that Sections III.G, III.J, III.L and III.O of Appendix R were requirements for the Palisades Plant and that the remaining Sections of Appendix R were adequately fulfilled by the closure of open items resulting from the "Pre-Appendix R" review of the Palisades Plant against the guidelines of Standard Review Plan 9.5.1 "Fire Protection" dated May 1, 1976. (The "Pre-Appendix R" review is summarized by References 1 through 6.)

Historically, Consumers Power Company has worked to provide, in a timely manner, the Palisades Plant with fire protection features which met or exceed-ed the guidelines provided in Standard Review Plan 9.5.1 as well as our understanding of Appendix R requirements.

Given the recent NRC findings of non-compliance with Appendix R at several nuclear power plants, Consumers Power Company initiated a self-audit program to evaluate and resolve, as necessary, differences from Appendix R require-ments. The charter of this self-audit program is to accomplish the following:

0 Organize a review committee consisting of Plant and General Office personnel 0

Develop a common and comprehensive understanding of the Appendix R requirements 0

Review existing commitments against Appendix R requirements 0

Evaluate whether existing commitments are comprehensive (given new understanding of Appendix R)

Report the results of the self-audit to the NRC. The report shall summarize the review process and describe any differences from Appendix R requirements and the subsequent resolution The results of the self-audit will be submitted by April 2, 1984. The results will fully address the guidance (definitions) provided in Generic Letter 83-33, October 19, 1983.

Consumers Power Company has made a concentrated effort to organize the requirements of Appendix R and subsequent NRC Staff guidance into the logic diagrams attached. The logic diagrams reflect our current understanding of 10 '

CFR 50.48 and Appendix R requirements. It is requested that the NRC Staff provide a formal review of the logic diagrams and provide comments as to the completeness and accuracy. (Comments were informally solicited from various NRC Staff members and considered prior to this submittal.)
