FIRE PROTECTION RULE - ALTERNATE SAFE SHUTDOWN CAPABILITY -

SECTIONS III.G.3 AND III.L. OF APPENDIX R TO 10 CFR 50 Palisades Plant We have completed our review of the subject as noted above based on your submittals referenced in the enclosed Safety Evaluation (SE). This SE incorporates the technical input provided by our consultant, the Brookhaven National Laboratory.

The proposed modifications and altern9te capability for achieving safe:* shutdown for certain areas in the Palisades Plant in the event of a fire were evaluated against the requirements of Sections III.G'and III.L of Appendix R to 10 CFR 50.

Based on our review, we conclude that upon completion of the proposed modifications, Palisades Plant will be in compliance with Title 10 CFR Part 50, Appendix R, Items III.G.3 and III.L regarding safe shutdown in the event of a fire in the five fire areas identified in the SE.

The schedule for you to complete required modifications is specified in 10 CFR Part 50.48(c)(4). Since your refueling outage is presently scheduled for mid-August, there is no need for the exemption you requested by letter dated April 14, 1983.

Compliance with the Fire Protection Rule will be the subject of future Commission inspections.
