~ONSUMERS POWER COMPANY Palisades Plant - Docket 50-255 - License DPR-20 REQUEST FOR CHANGE TO THE TECHNICAL SPECIFICATIONS For the reasons hereinafter set forth, it is requested.that the Technical Specifications contained in the Provisional Operating Licensing DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. CHANGES A. Revise Section 3.8.4, last paragraph to read as follows:

"If both fans are unavailable, any fuel movements in progress shall be completed and further fuel movements over the spent fuel storage pool shall be terminated until one fan is returned to service."

B. Revise Section 3.13, Specifications, item C to read as follows:

"The fuel storage building ventilation shall be operating and discharging through the HEPA and charcoal adsorbers during crane operation with loads in excess of 1300 pounds over the fuel storage pool when irradiated fuel which has decayed less than 90 days in the spent fuel storage pool. If both fans are inoperable, any crane operations shall be completed and further crane operations with loads in excess of 1300 pounds over the spent fuel storage pool shall be terminated until one fan is returned to service."

C. Add new Table 4.2.3 NOTE: Revised Technical Specification pages are attached. These pages should replace the corresponding pages in our August 30, 1982 submittal. The changes proposed in our Au~ust 30, 1982 submittal are still shown by a vertical line in the right hand margin and revisions proposed by this letter are shown by a double vertical line.

II. DISCUSSION Recent discussions between the NRC and Consumers Power Company regarding our August 30, 1982 submittal entitled "Proposed Technical Specification Change Request - Engineered Safety Feature (ESF)

Filtration System" have concluded that a few changes are necessary and appropriate for our August 30, 1982 letter. Change A above is editorial and provides additionai clarification. Change B incorporates the operability statement from Section 3.8.4 of our August 30, 1982 letter arid replaces 30 days with 90 days. Change C provides additional surveillance testing requirements which were excluded from our August 30, 1982 submittal but had been originally ,

proposed in our submittal of March 6, 1975. Item b of Table 4.2.3 has been revised becuase aerosol contamination of the HEPA filter and charcoal adsorbers is not probable unless the system is operating.

The filtration system is strictly a standby system and i.s used only during refueling outages and/or accident situations.

CONCLUSION Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
