PRIMARY COOLANT SYSTEM (PCS) GAS VENT SYSTEM Attached are three (3) originals and thirty-seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications.
The proposed changes provide limiting conditions for operation and surveillance requirements for the Primary Coolant Gas Vent System.
The proposed changes involve a single safety issue.
Therefore, a check in the amount of $4,000.00 is attached pursuant to 10 CFR 170.22, Class III change.

CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
Changes:
A.
Add Section 3.1.9 B.
Add Item 13 to Table 4.2.2 to read as follows:
"13.* Primary Coolant Gas Vent System At least one vent path from the reactor vessel and pressurizer to containment shall be demonstrated operable:
- 1.
Prior to startup and at least once every 31 days by verifying emergency power is available.
- 2.
At least once every refueling cycle by verifying each power operated valve can be positioned from the control room and each manual valve is in its correct position."
NOTE:
Revised Technical Specification pages are attached.
Proposed changes are shown by a vertical line in the right hand margin.
II. Discussion The above proposed Technical Specifications changes are requested in order to *comply with the Technical Specification requirement of NUREG-0737, Item II.B.l.
These changes provide limiting conditions for operation and surveillance requirements for the
- Primary Coolant Gas Vent System.. It should be noted that the addition of Item 13 to Table 4.2.2 is correct due to the renumbering of this table as was proposed by Technical sp*ecification change request submitted by Consumers Power Company on August 30, 1982, entitled "Engineered Safety Feature Filtration System."

Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
