PROPOSED TECHNICAL SPECIFICATION CHANGES CONSUMERS POWER COMPANY PALISADES PLANT

3.1 PRIMARY COOLANT SYSTEM (Contd) 3.1.9 POST-ACCIDENT VENTING Limiting Condition for Operation A vent path from the reactor vessel and pressurizer to containment shall be available for use at all times.

Applicability The vent path from the reactor vessel and pressurizer shall be operable under the following conditions:

1.

Power Operation

2.

Hot Standby

3.

Hot *shutdown Action If at least one vent path from the reactor vessel and pressurizer to containment is not available, restore the vent path to an operable status or place the Plant in a cold shutdown condition within seven days.

Basis The operability of the Reactor Coolant System (RCS) vents provide a means to vent noncondensible gases from the RCS which may inhibit core cooling.

The design of these vents does not lead to an unacceptable increase in the probability of a LOCA or a challenge to containment integrity.

Minimum Frequencies for Equipment Tests

12.

Iodine Removal System The Iodine Removal System shall be demonstrated operable:

a.

At least once per 31 days by verifying that each valve (manual, power operated or automatic) in the flow path that is not locked, sealed or otherwise secured in position, is in its correct position.

b.

At least once per 6 months by:

1.

Verifying that tanks T-102 and T-103 contain the minimum required volumes.

2.

Verifying the concentration of hydrazine in T-102 and sodium hydroxide in T-103.

c.

At least once per refueling cycle, during shutdown, by verifying that each automatic valve in the flow path actuates to its correct posi-tion.

13.

Primary Coolant Gas Vent System At least one vent path from the reactor vessel. and pressurizer to con-tainment shall be demonstrated operable:

a.

Prior to start-up and at least once every 31.days by verifying emergency power is available.

b.

At least once every refueling cycle by verifying each power-operated valve can be positioneq from the control room and each manual valve is in its correct position.
