BROWNS FERRY NUCLEAR PLANT UNITS 2 AND 3, RISK-INFORMED INSERVICE INSPECTION (TAC NOS. MA3989 and MA5355)'ear Mr. Scalice:
By applications dated October 23, 1998, and April23, 1999, you submitted proposed risk-based insefvice inspection (ISI) programs for Browns Ferry Units 2 and 3 respectively.
The proposed Unit 2 ISI program is a much broader program that encompasses the American Society of Mechanical Engineers Code (the Code) inspections and the augmented intergranular stress corrosion cracking (IGSCC) inspections for Categories A through G welds, whereas the proposed Unit 3 program encompasses only the Code inspections and IGSCC Category A inspections.
This letter serves to formally document the status of our reviews.
With respect to the, Unit 3 application (TAC No. MA5355), we have performed an acceptance review and determined that the application is suitable for further evaluation. We are currently reviewing the submittal and intend to complete the review in 1999.
As discussed during our February 4, 1999, meeting and again during our conference call on March 1, 1999, the staff has determined. that the methodology used to develop the safety significance of the pipe segments in the Unit 2 application (TAC NO. MA3989) differs substantially from the methodology approved by the staff in WCAP-14572 1-NP-A. We have previously indicated (Meeting Summary dated April7, 1999) that, in order for us to most efficiently apply our limited resources, this application should be resubmitted in the form of an owners'roup topical report having generic applicability. Assuming we receive a timely and acceptable application, we would'be able to commence a review immediately following completion of the Unit 3 review. It is suggested that the October 23, 1998,.application be withdrawn and a new application be prepared and submitted as soon as possible.
