A routine radiological controls inspection

was conducted

by Mr.

R.

L. Nimitz

of this office on May 19-23,

1986 at the Nine Mile Point Nuclear Station,

Units

1 and 2.

The findings of the inspection

were discussed

with Mr . T. Perkins.

The inspection of Unit

1 and Unit 2 covered:

previous findings; radiological

controls for the outage;

ALARA; preoperational

testing;

and worker concerns.

One violation of NRC requirements

in the area of instruction of workers was

identified.

Please

reply to this matter in accordance

with the enclosed

Appendix A.

Our review of the circumstances

surrounding this violation in-

dicates that it occurred primarily because

of insufficent oversight

and control

of contractors.

In your reply to this violation, please

describe

the action

you have taken or plan to take to improve oversight

and control,

and communi-

cations with contractors.

Our inspector also reviewed the establishment

and implementation of long term

corrective actions for a violation previously identified by your staff.

This

violation involved failure to perform contamination

surveys prior to grinding

on highly contaminated

components.

Our review of this violation indicates that

inadequate

corrective actions

were taken to prevent recurrence.

The inade-

quacies

are described

in the enclosed

reports

Since all tests for non-issuance

of a violation,

as described

in 10 CFR Part 2 Appendix C, were not met, this

violation is included in the enclosed

Appendix A.

Please

reply to this matter

in accordance

with Appendix A.

The replies

requested

by the letter are not subject to clearance

by the Office

of Management

and Budget under the Paperwork

Reduction Act of 1980,

PL 96-511.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the
