This refers

to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

D.

R. Carpenter

on July

15 - August 15,

1989.

The inspection

included

a

review of activities

authorized

for your

Browns

Ferry facility.

At the

conclusion of the inspection,

the findings were discussed

with those

members

of your staff identified in the enclosed

inspection report.

Areas

examined

during

the

inspection

included

surveillance

observation,

maintenance

observation,

control

of high radiation

areas,

modifications,

operational

safety verification,- restart

test

program,

site

organization,

and maintenance.

Within these

areas,

the inspection

consisted

of selecti've

examinations

of

procedures

and

representative

records,

interviews

with

personnel,

and observation of activities in progress.

The inspection

findings indicate certain activities

appeared

to violate

NRC

requirements.

The violations

involved failure to

comply with procedures

during the

performance

and review .of

a surveillance

instruction,

and failure

to establish

compensatory

measures

for open fire doors.

The violation and

references

to pertinent

requirements,

and

elements

to

be

included

in your

response

are described

in the enclosed

Notice of Violation (NOV).

Your attention

is invited to an unresolved

item identified in the inspection

report.

This matter will be pursued

during future inspections.

In accordance

with Section

2.790 of the

NRC's

"Rules of Practice,"

Part

2,

Title

Code

of

Federal

Regulations,

a

copy of this letter

and its

enclosures will be placed in the

NRC Public Document

Room.

The

responses

directed
