SAFETY EVALUATION REPORT ON THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3 (TAC NOS 11324,

11325, 11326)

The staff has completed an evaluation of the Browns Ferry Nuclear Plant (BFN),

Units 1, 2 and 3 Inservice Testing (IST) program.

This program evaluation addresses TVA's submittal dated March 25. 1988.

Previous IST submittals dated August 31, 1982, October 1, 1984, and December 23, 1986 were not completely reviewed and NRC approval of IST programs or relief requests was never completed for these earlier submittals.

In general, this program established the inservice testing that TVA will perform to meet 10 CFR 50.55a(g),

and contains certain relief requests from ASHE Code,Section XI.

The staff finds that the requests for relief from ASHE Section XI requirements are consistent with other similar BWR facilities.

The interval dates, August 31, 1982 through August 31, )992, have been approved by the Commission by letter dated March 18, 1988.

A BFN Technical Specifications (TS) change request submitted October 27, 1987 provides reference to IST code requirement.

Review of the TS change request has been completed,

approved, and issued November 27, 1988.

Thirty-one relief requests were submitted for evaluation.

Three are granted conditionally, one will be evaluated against 10 CFR 50, Appendix J requirements, one is partially denied, the remainder are granted in their entirety.

TVA should acknowledge, in writing, its understanding of the conditions of acceptance for those relief requests which have been granted conditionally or partially denied.

PV-3, "Five Minute Minimum Run Time for SLC and DFT Pump Tests;"

PV-4, "Requirements for Valve Operability Before Startup;"

PV-5, "Pump Test Instrumentation Accuracy and Full-Scale Requirements, Allowable Ranges of Inservice Test Quantities, and Vibration Amplitude Requirements;"

and PV-30, "Quarterly Exercising of the following RHR and CAD System Thermal Relief/Containment Isolation Check Valves".
