Ladies and Gentlemen:

Pursuant to 10 CFR 52.99(c)(3), Southern Nuclear Operating Company hereby notifies the NRC that as ofJanuary 18, 2018, Vogtle Electric Generating Plant(VEGP) Unit 3 and Unit 4 Uncompleted Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.3.15.01 [Index Number 481] has not been completed greaterthan 225-days prior to initial fuel load. The Enclosure describesthe plan for completing this ITAAC. Southern Nuclear Operating Company will, at a later date, provide additional notifications for ITAAC that have not been completed 225-days prior to initial fuel load.

Southern Nuclear Operating Company(SNC) previously submitted, via letter ND-16-2087

[ML16305A347], a Unit 3 Notice of Uncompleted ITAAC 225-days Prior to Initial Fuel Load for Item 2.3.15.01 [Index Number 481]. This resubmittal supersedes the previous Unit 3 notice in its entirety.

This notification is informed bythe guidance described in NEI 08-01, Industry Guideline forthe ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215. In accordance with NEI 08-01, this notification includes ITAAC for which required inspections, tests, oranalyses have not been performed orhave been only partially completed. All ITAAC will be fully completed and all Section 52.99(c)(1) ITAAC Closure Notifications will be submitted to NRC to supportthe Commission finding that all acceptance criteria are met prior to plantoperation, as required by 10 CFR 52.103(g).

This letter contains no new NRC regulatory commitments.

1. The functional arrangement of the CAS is as described inthe Design Description of this Section 2.3.15.

Insoections/Tests/Analvses Inspection of the as-built system will be performed.

Acceptance Criteria The as-built CAS conforms with the functional arrangement as described in the Design Description of this Section 2.3.15.

ITAAC Completion Description An inspection ofthe as-built compressed and instrument air system (CAS) is conducted after completion ofconstruction to confirm that the functional arrangement ofthe CAS is as described in the Design Description of Combined License(COL) Appendix C, Section 2.3.15. This inspection encompasses the structures, systems, and components (SSCs) identified in the COL Appendix C, Section 2.3.15 Design Description, including those in Table 2.3.15-3.

The inspection (walkdown) is completed in accordance with APP-GW-ITY-004, Functional Arrangement ITAAC Guideline (Reference1),which requiresthe preparation ofa detailed inspection plan. Thisinspection plan includes the use ofdetailed drawings such as Piping and Instrumentation Drawings (P&IDs) or Single Line Elementary Drawings to perform visual observations and compare the as-built system to the Design Description.

The inspection resultsare documented in the Unit 3 and Unit 4 Principal ClosureDocuments XXX and YYY (References 2 and 3, respectively) supportingthe Unit 3 and Unit 4 ITAAC 2.3.15.01 Completion Packages (References4 and 5, respectively) and verify that the SSCs are physically arranged and located to perform the functions described in the Design Description and referenced table. The inspection results confirm that the as-built CAS conforms with the functional arrangement as described inthe COL Appendix C, Section2.3.15, Design Description.

The Unit 3 and Unit 4 Principal Closure Documents XXX and YYY are availablefor NRC inspection as part of the Unit3 and Unit 4 ITAAC 2.3.15.01 Completion Packages.

List of ITAAC Findings Inaccordance with plant procedures for ITAAC completion. Southern NuclearOperating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This reviewfound there are no relevant ITAAC findings associated withthis ITAAC.
