REVIEW OF CABLE QUALIFICATION OF BROWNS FERRY USING GE METHOD OF SIMILARITY TESTING In accordance with your letter of September 2, 1986, same subject as above, a review was made of your submittal describing the proposed Cable Similarity Program for the Browns Ferry Nuclear Plant (BFN).

The review was'conducted by our staff with assistance from Sandia National Laboratories.

The details of the review are discussed in the enclosed evaluation.

1 Based on our evaluation of the documentation submitted, we have concluded that use of the cable similarity methodology is acceptable for use at BFN in the establishment of cable environmental qualification within the environmental parameters presented in Table 2-1 of NEDE-31302P-1, "General, Electric Cable Similarity Program for the Browns Ferry Nuclear Plant," Revision 1, dated June 1986.

These limits include worst case conditions of 180 degrees Fahrenheit for temperature, 17 Mrads total integrated dose of radiation, 4 psig of pressure, and 1005 humidity.

This methodology may only be used to qualify cables which are being qualified in accordance with the requirements of DOR Guidelines as cited in 10 CFR 50.49.

Additionally, the use of this method is restricted to use in cases where non-type-tested cables are bounded on both sides by qualified type-tested cables manufactured both before and after the non-tested cables.

This restriction applies to cables of the same insulation types manufactured by the same manufacturer and/or different manufacturers.

It is stressed that acceptance of this methodology is based on the above conditions being met.

If you desire to use this methodology to qualify cables in applications outside the, above contraints, then NRC approval should be obtained for use of the methodology to any new parameters.

It is further stressed that approval of this methodology is only for use at BFN and its use at other nuclear plants is subject to additional NRC evaluation and approval.
