Com osition 6.5.1.2 The PORC shall be composed of the:

b. All alternate chairmen and alternate members shall be appointed in writing by the PORC chairman.

MEETING PRE UENCY 6.5.1.3 The PORC shall convene in a formal meeting at least once a month and as directed by the chairman. Other PORC meetings may be requested by the chairmen or members as required.

ENCLOSURE 2 Description and Justification TVA Browns Ferry Nuclear Plant (BFN)

Technical Specification (TS) 201 Supplement 2 Descri tion of Chan es This amendment request would change pages 6-5, 6-29, and 6-30 of amendment request BFN TS 201 Supplement 1, to update the organizational charts and Plant Operation Review Committee (PORC) membership to reflect additional reorganization occurring since BFN TS 201 supplement 1 was requested.

Reason for Chan e This change is the result of additional management reorganization which has been implemented for the purpose of improving management overview of facility operations.

Justification for Chan e

The changes in PORC membership will not increase or decrease the number of members designated in TS. Furthermore it will also maintain the diversity in responsibility among its members (i.e., operations, engineering, maintenance, quality assurance, and health physics).

The offsite organization figure still shows the organizational structure and lines of responsibility for the offsite groups that provide technical and management support for BFN. It also shows the structure for quality assurance activities and the Nuclear Safety Review Board. The facility organization figure depicts the lines of responsibility for the unit staff and those positions staffed by licensed personnel. It also shows onsite quality assurance, health physics, technical support, and maintenance.

TVA has concluded that these changes will improve administrative control and are within the guidance provided by NRC in Standard Technical Specifications, and therefore should improve overall plant safety.
