January 16, 1984 Docket Nos.
50-259/260/296 Mr. Hugh G. Parris Manager of Power Tennessee Valley Authority 500 A Chestnut Street, Tower, II Chattanooga, Tennessee 37401
Dear Mr. Parris:
SUBJECT:
MASONRY WALL DESIGN - IE BULLETIN 83-11 Re:
Browns Ferry Nuclear Plant, Units 1, 2, and 3
We have completed our review of your submittals on the above subject with the assistance of the Franklin Research Center (FRC).
Our Safety Evaluation (SE),
based on the FRC technical review, is provided in the enclosure.
We have concluded that with the exception of four walls identified in Item (3) of the SE, Items 2(b) and 3 of IE Bulletin 80-11 have been fully imple-mented at the Browns Ferry Nuclear Plant, Unit Nos.
1, 2 and 3 and there is reasonable assurance that the safety-related masonry walls at Browns Ferry will withstand the specified design load conditions without impairment of wall integrity or the performance of required safety functions.
With re-spect to the four unacceptable walls, the SE and FRC's attached Technical Evaluation Report discuss several approaches to render these walls acceptable.
You are requested to reevaluate the design of the four unacceptable walls and advise us within 120 days of receipt of this letter of your proposed plans to upgrade these walls to make them acceptable.
This request for additional information is specific to one licensee.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore OMB clearance is not required under P.L.96-511.
Sincerely, Original signed by/
Domenic B. Vassallo, Chief Operating Reactors Branch ¹2 Division of Licensing
