This refers to the routine inspection conducted by R. F. Sullivan and J.
W. Chase
of this office on November 1-30,
1980, of activities authorized by NRC Operating
License
Nos.
and
DPR-68 for the
Browns Ferry facility.
Our
preliminary findings were discussed
with H. L. Abercrombie or J. L. Harness
at
the conclusion of the inspection.
Areas
examined
during the
inspection
and
our findings
are
discussed
in the
enclosed
inspection
report.
Within these
areas,
the inspection
consisted
of
selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
During the inspec'tion,
appear
to violate
NRC
requirements
are listed

found that certain activities under your license
requirements.
This
item
and

to pertinent
in the Notice of Violation enclosed herewith as Appendix A.

During the inspection it was
found that certain activities under your license
appear to deviate from commitments to the Commission and have safety significance.
The item identified in the Notice of Deviation is enclosed herewith as Appendix B.
Specifically, the deviation appears
to involve a weakness
in your administrative
controls for verifying the accuracy of statements
in response'o
the Notice of
Violation.
The Commission has
always placed importance
on the licensee
response
to
The
new enforcement policy requires
that
responses
be
submitted
under
oath
or affirmation.
Therefore,
when responding
to this
deviation,
you should
give particular attention
to those
actions
needed
to
prevent
recurrence.
Please
provide
us in writing your comments
including
a
description of corrective actions that have
been or will be taken, corrective
actions
which will be
taken
to avoid further deviations,
and the date your
corrective actions willbe completed.
We have
examined
actions
you have
taken with regard to previously identified
enforcement matters.
These are discussed in the enclosed inspection report.
In accordance
with Section 2.790 of the
NRC "Rules of Practice," Part 2, Title
10, Code of Federal Regulations,
a copy of this letter and the enclosed inspection
report will be placed in the
NRC Public Document
Room. If this report contains
any information that you believe to be proprietary, it is necessary
