C. Lewis'ovember 21, 1979, letter, RII:RFS 50-259/79-34, 50-260/79-34, and 50-296/79-34, concerning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

We have reviewed the above inspection report and find no proprietary information in it.

REFERENCE:

RII:RFS 50-259/79-34i 50-260/79-34R 50-296/79-34 Infraction As required by Technical Specification 6.3A, detailed written procedures shall be prepared approved and adhered to for safety related maintenance ac'tivities.

Browns Ferry standard Practice 8.2, Temporary Alterations, requires temporary alterations, including jumpers and inhibits, to be reviewed by the Plant Operations Review Committee (PORC) prior to instal-lation.

Contrary to the above, on September 26, 1979, jumpers and inhibits were

~ placed on the main steam line tunnel high-temperature monitoring chapnels A and D without prior PORC review.

This is an infraction.

Actions taken were in accordance with past practices and guidelines of approved plant instructions.

The administrative procedures did not provide adequate controls for the use of tempora~ry alterations under these conditions.

As a result of this finding, the division procedure,

to remove vagueness and define the use of temporary alterations under unusual circumstances.

In turn, the plant-level instructions,'F 8.2, has been revised to accurately reflect the division procedure.
