SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JANUARY 18, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on January 18, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17354A166. The meeting notice is also posted on the NRC public website. On January 18, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Closure Notifications (ICNs) and Uncompleted ITAAC Notifications (UINs) and (2) a draft RAI regarding LAR 17-035.

The first topic discussed was ICNs and UINs. The staff discussed SNCs proposed ICN for ITAAC Index No. 19, which the staff had previously provided comments. The staff clarified that the seismic qualifications discussed in the proposed ICN provides an acceptable level of detail.

SNC noted that they understood the staffs clarification. The staff provided comments on future UINs for Initial Test Program (ITP) ITAAC, noting that the actual procedures do not need to be finalized when the UINs are submitted, but do need to be finalized when the ICNs are submitted. The staff additionally noted that they would be interested in being notified when the procedures were finalized so that they can coordinate with NRCs Region II regarding inspections. SNC stated that they understood the staffs comments and request to be notified when the ITP procedures were finalized.

The second topic discussed was a draft RAI regarding LAR 17-035. The RAI requests SNC to discuss whether the American Society of Mechanical Engineers (ASME) Code,Section III Subarticle NB-3200 in the 2004 Edition through the 2008 Addenda will be used, and that the condition in Title 10 of the Code of Federal Regulations (10 CFR) 50.55a, paragraph (b)(1)(iii)(A) is applied. SNC noted that they understood the RAI and stated that the NRC condition in 10 CFR 50.55a paragraph (b)(1)(iii)(A) for seismic design of piping is addressed by utilizing the 1989 Edition, 1989 Addenda of ASME Code,Section III for dynamic loads. SNC noted that Updated Final Safety Analysis Report Section 5.2.1.1 states, the treatment of dynamic loads, including seismic loads, in pipe stress analysis will satisfy the requirements of the ASME Code,Section III, Subarticles NB-3210, NB-3220, NB-3620, NB-3650, NC-3620, NC-3650, ND-3620, and ND-3650 1989 Edition, 1989 Addenda SNC stated that approval is not requested for alternate treatment of dynamic loads, as SNC will continue to utilize the 1989 Edition, 1989 Addenda of ASME Code,Section III for treatment of dynamic loads. The staff noted that they understood SNCs proposed response, and SNC stated that they would formally respond to the RAI within the next few weeks.

At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.
