Subject:

Shearon Harris Inservice Pump and Valve Testing Program By letter dated October 30,

1987, CP&L submitted a code relief request regarding the testing of the Reactor Coolant system (RCS) vent valves during refueling outage rather than quarterly.

Subsequently, by submittal dated December 4, 1987, CP&L rescinded the October 30, 1987 relief request and provided a supplement to Revision 3 to Shearon Harris Inservice Testing (IST) program.

This supplemental information provided a cold shutdown justification to support cold shutdown testing of the RCS vent valves in accordance with the ASME Code requirements.

The Shearon Harris IST program previously submitted by CP&L is under review and a safety evaluation on the entire program is forthcoming.

An interim approval was provided in Section 3.9.6 of the Shearon Harris Safety Evaluation Report (NUREG-1038).

The staff has reviewed the basis provided for cold shutdown testing of the RCS vent valves and finds it to be acceptable.

CP&L has demonstrated that testing of RCS vent valves (IRC 900, 901, 902, 903, 904, and 904) during power operations is impractical.

Therefore, a relief request approval is not required to conduct testing of the vent valves in the manner described above since the proposed testing scheme is permitted by the ASME Code.

This change may be incorporated into the Shearon Harris IST program as requested.
